How do you all set your fees for Public Works projects by Cities? We are located in CA and are not sure how to properly bid on projects to actually win them and how to determine our fees. Currently, we are trying to bid on a project asking for "Conceptual Design Plans and Renderings, Conceptual Cost Estimates, Preliminary Project Schedule, and complete City Council project presentations". The project is 45,000 sq. ft.
Most governments have some type of a design fee schedule that they refer to for guidance. It's a public record (although not always easy to find) and allows both the owner to have a sense of what the fee will be when budgeting for a project and the architect to see if the fee is enough to justify their firm trying to get the project.
Have you directly asked the government entity advertising for the project about their method for establishing design fee amounts?
If you find the government entity really does negotiate each and every fee from scratch, you can find their previous design contracts (again, a public record) and attempt to get a sense from those what they are paying for design work.
In Washington, public entities cannot ask for fees until they have awarded the job. We utilize the State fee schedule as the basis for negotiating the final fee. Surprised you are in this situation.
