Hello. What would you consider a "reasonable" rate to charge a client for interior design - assume in the schematic design and design documentation phase.

Sounds high. The Craigslist guy does entire house plans for $0.07 / sq. ft.

Add up your insurance, software, business license fees, and taxes, then add in a 'lil bit for yourself.

Depends on your country, experience and client's requirements. It's good to charge them fairly and prove them that you can do the task efficiently. Once the clients was satisfied, they will surely refer your service to others or go back for another task.
