Small commercial or residential permits don't require Architect Stamp

Why would small commercial or residential building permits not require an Architect Stamp on the drawings? If the permit drawings need a structural or mep engineer stamps*

Depends on the jurisdiction. Some places ask for them. Sometimes the scale and use of the project is so small or simple that there is hardly the need for an arch to review basic life/safety or code.
