Based on the number of letters behind your name I think you have already over qualified yourself for any meaningful work. Good luck with that. Maybe try teaching ?
If you want to specialize you just need to start doing the stuff you mean to specialize in. Start working on projects where you deal with the zoning in NYC, even if it requires you to change firms. A degree won't make you a specialist.

Yep, agreed. Just get started doing.
Certificates are nice on a resume, but in today's economy work is landed through relationships.
The more jobs you do, the more relationships you create.

^It's not that hard to get out if you are willing to do something other people don't want to do and specialize.
