In the USA, I'm partial to Seattle. Globally I really like Lima. They have many of the same traits - varied topography, location on the water, good transit, moderate climates.

Singapore
1. Year-round summer
2. Well-traveled, educated population
3. Meritocracy form of government
4. Lack of automobiles, solid infrastructure
5. High standards for design and construction
6. Exceedingly high home ownership rates and stable family structures
7. Solid healthcare with reasonable taxes
8. SE Asia location, easy travel in and out
9. Peaceful, diverse culture
