This may be some sort of geopolitically induced, cultural circling of the wagons manifesting itself as a reactionary posture towards western 'bizarre' architecture and aesthetics. Scrolling through the projects shows a healthy representation of western firms.
Or it could be they are just wary of foreign firms coming in, jamming up traffic even more and leaving pecker, butthole and trouser shaped buildings in their wake... that would be sad because trouser shaped buildings are pretty cool.

Their local LDIs are pretty bad and the "local talent" is pretty much all western trained.
this is super old news, even OMA responded to it long time ago. This condition should not be a worry.
