it switches from the tool icon to a cross hair for more accuracy (which, if you want to call it that, is the special feature). it just lets you know exactly where you're clicking, whereas with some of the funky tool icons, its hard to make very accurate selections.

cap lock in photoshop
does anyone know why the cursor changes when cap lock is on in photoshop? are there special features?
i don't think you have special features. it just gives you a smaller cursor icon to work with. at least that's my understanding.
