urban planning has stuff about combining high cost and low cost housing in similar areas. using the poor people are in tall apartment complexes, which hide the view to the interstate or something like that from the wealthier people's big houses with big yards, right? wasn't that part of new urbanism? that goes along the lines balancing the gap between rich and poor.
How about a project that looks good up front, but has lots of hidden problems that will cause delays that run up the budget. Suck money right out of the developer's pockets and into the wallets of hard working tradesmen. Stick it to the man, man.
