Development One, Inc. created a 20-year master plan for the NASA Dryden Flight Research Center. The objectives for the master plan were to improve flight-line safety, support present and future mission objectives, meet agency targets for the reduction of real property and exceed the agency metrics for energy and water efficiency over the course of the plan.

Components of the master plan included cost analysis, project feasibility, energy studies and utility planning using geographical information systems (G.I.S.). A separate utilities master plan was developed at NASA’s request to forecast the evolving needs of the campus’ infrastructure. Development One presented the master plan at NASA headquarters in 2009 and 2010.
