I have been looking through the 2009 IBC all day and cannot find how many enclosed fire stairs are needed for a building. I was told that if your building is 2 stories that you only need one closed stair and can have one open stair. Can someone please help me I need to know ASAP, thank you!

My occupancy is A-3 and my load is about 450 people for the whole building. So if I'm reading the chart right I need two?
Yes.... Also for assembly you can subtract the accessory spaces due to the clause in the code related to non simultaneous occupancy
