The Juvenile Rehabilitation Center (JRC), Montevideo Uruguay, a design-built project commissioned by INAU, includes two youth detention facilities, for 120 youths and for 320 youth. The JRC provides humane conditions of confinement in a secure and safe facility. The normative yet secure environment is designed to promote positive behavior and ensure the safety of residents and staff. Smaller Housing Units provide a less institutionalized appearance. The physical and operational character is designed to normalize the residential environment.

Cells are grouped into pods and clusters of 16 Rooms allow for easy management. The combination of two modules provides flexibility to operate the modules independently or as a combined unit. Clustered units (double) can share dedicated program spaces. In each pod, cells are organized around a dayroom that supports living activities. The Dayroom is at the heart of group living design and serves as recreation area and meeting room. Each pod contains a dayroom, a staff room, an interview room, a secure staff station, and an indoor exercise area.

The Educational program is the most important service provided to juvenile offenders. Work and education programs are provided within the Facility. The Education building houses library, classrooms, vocational shops, and orientation space. The building is designed for year-round educational activities, teaching of standards academic subjects and vocational training.
