This film is used to propose a series of infrastructural insertions into downtown Los Angeles that will help to mitigate conflicts between new downtown residents and film crews. Interviews are used to construct an argument about the need to address the changing demographics in this area of Los Angeles, which present a risk to on-site filming. More filming is done in downtown Los Angeles than anywhere else in the US. The finished film was presented to film industry leaders and city officials to help them to better understand the connection between development trends and onsite filming. The urban infrastructure proposals described at the end of the film address the need for change established in the first part of the film.
