The government wants to design a complex including administration center, conference center, commercials, office and apartments. Our strategy is to use a few small volumes rather than a huge volume to seperate different program, which is more convenient for the government to actually sell the buidling and easier for us to arrange the complicated circulation. We create a courtyard in the center by placing the volume on the outside and a circular skywalk to actually connect different volumes.  The skywalk and the roof garden would serve as significant public space in the whole city, which possess the best view of the whole city seperate pedestrian and car circulation
