The goal of the design is to build an efficient place which could be effective and serviceable in different levels city-wide and nationally. It should be accessible and suitable for predicted goals. The site of competition located in the south-eastern part of Tehran is between the countryside and the city. Total measurement of the land: About 24000 square meter according to the enclosed plan (Occupation: 60% of site). The maximum of licensed floors: 5 floors on the ground and 3 floors under the ground. 200 parking (5000 sq m) predicted for guest and visitors in residential, commercial and official sections.
