I'm a little unclear why having Santa Monica residents plan Palestine is so much better than having Israelis plan Palestine. Couldn't this be a job for... um... the Palestinians themselves?
How ironic that the green line has become a high speed communter rail. What about operating with the UN framework for withdraw back to the original borders instead of negotiating and inventing a high tech solution that places the Palestinians in debt to world bank. Who's footing the bill for RAND anyway or is this being back charged later.
