Meltzer/Mandl Architects has been selected to work with The East New York Base Collaborative, a collective partnership of non-profit organizations, on the HPD Basement Conversion Pilot Program to provide eligible low- to middle-income homeowners with low or no-interest loans to convert their basement or cellar into a safe, legal, and rentable apartment.  Work includes implementation of an amended building code and BSA variance waivers.

The ENY BASE includes Cypress Hills Local Development corporation, Restored Homes, the Center for NYC Neighborhoods, Chhaya Community Development Corporation, and the Pratt Center for Community Development.

This innovative program is an important feature of Mayor DeBlasios Housing New York initiative, a 10-Year Plan to create and preserve 300,000 high-quality, affordable homes.
