The goal for this project was to develop a new downtown neighborhood that addresses the city and region’s housing crisis, create a livable urban community with prime access to downtown and the waterfront and provide will-designed

streets, open spaces and retail areas. The project should enhance linkage between the new Transbay Terminal and the Financial District through visitor accommodations and commercial development that supports the new Terminal. Finally, the design should create a pedestrian-oriented urban environment that
encourages walking as primary transportation mode
within the project area.
