I am proposing Ellen and Elly are transformed into Marine Biology, Oceanography, Climatology laboratories and a Scuba center with lodging for scientists and students after they are decommissioned in 2020.

I have designed a hydrolic water elevator to transport passengers and supplies from the boat, to 30' to the platform. Both Ellen and Elly have a water elevator. The elevator retracts completely above the platform to prevent damage from storm serges. The passenger part of the elevator is a 'cage-like' structure with screen inbetween for a complete experience.
