apply without GRE, or wait until next year?

I'm wondering if anyone could comment on weather it would be worth applying to my chosen MArch programs this year, even if I have not written the GRE?

I do not want to bother my letter writers if the schools will not even look at my application if it's missing the GRE. However, if there's a chance they would consider me regardless, then I might as well go for it.

For what it's worth they are 'top programs' and I have an art/design background.

My portfolio is ready and quite strong, but I simply do not have the time to prepare for the test in time for the deadline. 

Perhaps someone who has been behind the mysterious admissions room doors has some anonymous insight?

From my experience, no GRE means no application.
