those are properties on your printer, when you print click on the properties button and then just select draft out of your printer, I don´t think it{s something you handle directly from photoshop.

printing drafts in photoshop - help
anyone know how to easily print low-quality drafts of photoshop documents?
I want to check out some page layouts on actual paper without burning through all my ink.
