Is there, in existence, a piece of software such as a photoshop plug-in, that transforms or simulates an image taken with a 35mm lens so that it looks like it was taken with a 24-28mm lens? Just wondering... Is there another way of doing this that I'm not smart enough to work out [apart from getting a new camera].

Sounds tricky. It is like the opposite of cropping - extending beyond the boundary.
If you are trying to correct distortion, try this or do a google search for photoshop distortion correction.
A plug-in that does the same as above. See their examples.
