I typically move the topo to their respective elevations within the scaled 3D space and then patch or loft. YOu sometimes have to experiment for your particular topo. That works for fairly gentle topo. If it's really craggy, not so sure.

Making a site in Rhino (redux)
Hey,
There was previously a post on this but I can't find it, or can't view all the responses.
What's the best way to model topo in rhino from autocad topo lines? I have lots of curves...
