The website clearly mentions the page limit as 20 pages (10 spreads) yet I have seen portfolios that have been accepted with pages exceeding way past 20. Any insights on this?
Pretty positive that it could be 20 PDF pages max (either you export it as 'pages' or 'spreads' from InDesign) + Cover & Table of contents. So 22 PDF pages max in total.
^ This is definitely correct. I was in Berkeley's [IN]ARCH last year, and the GSIs each showed their portfolios - they all seemed to follow this. A "two page spread" counts as one page.
