So I graduated from SUNY college as B.A. Environmental design major (minor in Arch. And Fine Arts.) with 2.9 GPA 3 years ago. And served in military service for 2 years in Korea (own dual citizenship with Korea). Now I am currently looking for a job before going into grad school and making a portfolio for grad school. Can a portfolio and GRE score cover my GPA? My dream schools are Sci-Arc and Taubman college

A strong design portfolio, some work experience, and a good GRE would definitely make up for poor GPA.
For a school like Sci-Arc you could probably do it with a stellar portfolio alone.
