review - masters in planning/design + law

I was looking in to option for joint masters degree programmes in US, and urban planning/design + law, stood out to me but is it really worth it, taking in account the already state licensing requirement needed for architecture?

also other than harvard ( which I cant get in anyway)  are there any other universities which i may look in to?

I have seen a few who have degrees both in architecture and law, but haven't seen anyone who stayed in the architecture field. If you're trying to choose between the two, it might be worthwhile to pursue both degrees and discover your true passion.
