22 Tarrytown Road Workforce Housing

22 Tarrytown Road is located in the Town of Greenburgh, NY and is within walking distance to the White Plains Metro North station, as well as shopping and entertainment.  Developed by a nonprofit organization that is the largest provider of affordable and workforce housing in Westchester County NY, it consists of a three-story, 28-unit workforce family development including a cellar, community room, laundry facility, green roof and parking. This new structure replaces three existing buildings in the site which were demolished, including a distressed motel that had been used as a homeless shelter.

In order to make the project feasible, a rezoning of the site was required with the Town of Greenburg and several variances had to be granted by the Planning Board. Multiple contentious public hearings were held with strong community opposition to affordable housing by the neighbors.  Despite fierce initial community resistance to the project, demand for its units far exceeded supply: 450 applications were filed for 28 available units, which range from studios to two-bedrooms for low-income individuals and families.

The massing of the building is articulated in a series of vertical volumes and a combination of fiber cement facade materials to break the horizontality of the three-story design. The design maximizes the amount of daylight provided to the apartments with generous fenestration and glazing. The east and west exposures are controlled by sun shade elements, such as balconies, exterior shutters and awnings. The building will be generously landscaped with native trees and plants creating natural buffers along all the property lines and providing shade control to the building and parking areas. The two public stairs are visible from the lobby and have large windows to encourage its use promoting healthy physical activity.

The building has accessible exterior ramps at both entrances; three apartments are fully accessible for people with mobility impairments including rolling showers; one apartment is audio-visual accessible; and all the apartments are adaptable, including kitchens and bathrooms vanities.  Accessible parking spaces on grade (exterior) and at the cellar are provided.

22 Tarrytown Road includes a 6,000 square foot green roof which reduces the amount of peak storm water runoff into the sewer system and improve the quality of water that flows into rivers and streams.  A portion of the rain water is collected and stored on site for landscape irrigation. The green roof offers a habitat for fauna and flora within an urban area, improves the micro-climate, and reduces dust and smog levels.

22 Tarrytown Road was built for a total of $4.6 million and was financed using New York State Low-Income Housing Tax Credits, New York State Housing Trust Fund Loan, a grant from the Federal Home Loan Bank Affordable Housing Program and a grant from the HUD Supportive Housing Program.

The building is on track to receive LEED for Homes Silver Certification and was enrolled on the NYSERDA MPP program. One of the main sustainable elements of the building is the timber framing structural system which contains low embodied energy and timber frames are durable and have very long life spans. Other features include the high-performance envelope with exterior insulation, Energy Star individual HVAC and heating systems, Energy Star Light fixtures and appliances, and large fiberglass windows which allow the maximum amount of natural daylight to enter the apartments.
