In a city that seemingly uses every square inch of its space, predicated on Chicago's numerous plans for reinvention and reprogramming, a radical plan is proposed to turn the unused 13 floors of the IBM building (by Mies Van Der Rohe) into a parking/air filter/car wash/museum of Midwestern production structure.
