Established in 1889, the International Boundary and Water Commission (IB&WC) has responsibility for applying the boundary and water treaties between the United States and Mexico and settling differences that may arise in their application. The IB&WCis an international body composed of the United States Section and the Mexican Section, each headed by an Engineer-Commissioner appointed by his/her respective president. Each Section is administered independently of the other.
The IB&WC has been searching for a headquarters location in the San Diego area for several years. It was not till recently when it all came together in a combined effort of both Latin America and The United States. In December 2013 the government of Peru donated a national treasure to the city of San Diego. The “Monitor Huascar” is a 200ft Iron Clad with a modern rotating turret. It was built during the American Civil War and launched in October of 1865. Huáscar was ordered by the government of Peru from the Laird Brothers shipyards in 1864 for the war against Spain.
In December 2013 the City of San Diego also came forward by donating a piece of land not only right on the bay, but adjacent to “Chicano Park” as well. The combination of The Huascar and the park setting at the intersection Ceasar E. Chavez Parkway and Water St. the IB&WC is bound to have a successful headquarters that will make foreign dignitaries feel right at home.
