Block 39 is planned as a future education center which is a continuation of the enrichment process of the New Belgrade with new features that are not housing.
The basic idea for the block 39 is to break up large public areas with micro spaces that would create different environments within the block. It has been done with mild interventions in the ground on more important meeting places on the site which are obtained by creating two intertwined areas within block divided by main pedestrian corridor. Proposition also includes the idea of creating a traffic free environment using underground vehicular  traffic and parking lots that have access to facilities and major parts of the block. That’s made possible with the vehicular traffic that circles around the block, thus linking all access points, leaving the interior of the block for pedestrian and bicycle paths. Interventions in the field dictate the typology of buildings which are formed by the comparison between volumes and terrain. There are three types of objects on the site. Corridor divides the site into two zones - the zone of education and business/commercial zone. Within each zone is proposed, an additional content to the program. Business incubator to the educational and comercial facilities to the business zone which are located on section point of these two areas. Business incubator are instruments of local and regional economic development and  have a goal to provide adequate conditions for promising ‘start up’ companies that want to become competative on the market. This type of program can offer a lot to young people who have just graduated from universities offering new options for employment so they choose not to leave the country in search for better conditions that other states have. Physical forms of objects are influenced by the contents, their mutual relations, positions or relationships with the environment. High rise building is placed on the corner od Boulevard Arsenije Carnojevic and Boulevard of Art which is typical for New Belgrade blocks. The main pedestrian corridor sets up research centers and Center for promotion of science which is rotated compared to orthogonal placement of the other buildings so as to highlight the entry and importance of this object in the block. Colleges have been established in educational area where their separation from the rest of the block allows the creation of more private environments for students.

The object is a place where two ages crash – a collision of modern (function) and retro (New Belgrade). Its architecture should provoke, associates, intrigue as for observers so for users of that space.
The concept of exhibition spaces which are formed in the period from the creation of the New Belgrade until now assumed a certain transformation. The first type, appeared offered nothing more than a large spacious levels (halls), where exhibits met their observers. This type of presentation in the spacious halls wasn’t efficient enough because it didn’t offer a posibility for user to conect with piece of art.That concept was based and had its focus on exibit. That type of exhibition space was improved with project the Museum of Contemporary Art in Belgrade, where the concept of space has been based on a user who has the ability to take on stratified delevelled panels, that create multiple intimate ambiences, and completely dedicate his time to work of art that he was intrigued in.
By time exhibits have taken on a new form so now the requirements for new architectural concepts have changed. User now becomes a participant and without him exhibition does not exists. Exhibit itself is nothing until the user activates it and participate in it. By doing that he also becomes a part of exhibition.
Together they form a SPECTACLE.

The spectacle is the key word on which bases the concept of object is formed. Main space is formed by delevelled staggered slabs that are recessed in relation to the facade so they can be occurred from all levels and angles. User with his continuous movement through space and the use of exibits, creates form of event (spectacle) for himself and for the observer. All elements of the facility are subordinated to this idea so is the access ramp (pit) and conference room that form environments which look out on whole space of exibition. Highest level of the building is formed in relation to program requirements, it is compact and offers dark areas that correspond to different types of exhibitions. In the floor there are gaps through which you get a new perspective on the spectacle. Facade of the building is put in use of filter for the outside observers who watch through fresnel lenses which are on three sides of object. It gives them ability to see distort image of inside space giving them a whole diffrent perception of the Center for Promotion of Science.
