The proposed master plan for Circular Quay presents an opportunity to develop an architectural scheme that responds to the present layers and geometry contained within the Quay, with an intent to also to extend them from their immediate precinct to greater, connected surrounds. A masterplan that embodies and physically reflects the layered nature of the precinct is proposed as a component of the Sydney 2030 plan. 

Architectural layering of elements based on existing and historical topographical indicators around the Quay precinct enables plurality of function, which can be dependent on need and use; diurnally and seasonally. The evolution of the layering strategy has the capacity to provide a richer Quay precinct that can truly be considered at the center point of the city experience.      
Establishing a continuum through the use of a ‘cultural ribbon’ and intertwining it with a proposed layered foreshore pedestrian walk will enable a constant connection to not only the immediate surrounds such as the Rocks and the Botanical Gardens, but also to the values of the city - both past, present and future. Breaking down the barrier between the Quay and the Rocks should further establish a connection between the unique histories of the Quay and the Rocks. 
The collective memory of this experience gives depth to the precinct and a resonance with its urban surrounds. Creating parallel and interactive levels within the precinct enables selective division, unification and cohesion of functions to provide an interplay of use and meaning.

Eliminating redundant and under - utilised spaces enables and creating unique urban areas and experiences within the facets of the Quay was a prime goal.  
The Circular Quay masterplan scheme was driven by the notion of adaptive re-use, using old heritage forms and features of the Quay’s architecture to deliver a greater experience, whilst still respecting the past. Negotiation of these intents has resulted in a masterplan that emphasises viewports, connection to context, ease of access, varied urban spaces and atmosphere and solidifies Circular Quays’ relevance as a paramount meeting point within the Sydney CBD.
