Where can I find out what the minimum installation (and R-Vaule) requirements are for a new condo in Brooklyn?

I'll tell you for 200 an hour.
You can justify building to a minimum of R5 if you exclusively use Robertson head screws along the exterior wall(s).
What would happen if there wasn't any between floors?
^ Double up on the roof and you should be fine.
^ Or use half the amount in the basement.
