The pedestrian mall, El Paseo de Diego, has an adjacent public transportation system, the University of Puerto Rico at walking distance and the community of the urban center of Rio Piedras as part of its setting. Despite this, the 45% of the tenant spaces on ground level (closed to vehicular transit) are currently abandoned. Upon analyzing El Paseo de Diego, one can observe that essential elements needed to transmit a sense of identity and for it to integrate with the different sectors of Rio Piedras are missing. First, the pedestrian mall lacks a second anchor at it’s west end, that with the Market Square on the east end, articulates the beginning and the end of the trajectory and generates foot traffic between them to maintain the complete pedestrian mall active. Also, the lack of leisure areas along the pedestrian street doesn't allow a physical sequence and visual orientation between places to be establish. Added to this, to the West end of El Paseo de Diego, next to the Ponce de Leon Avenue, there is a continuous urban block that acts as a barrier between the pedestrian mall and the adjacent community residents that live in Santa Rita, making the access from this sector to the pedestrian mall difficult and unsafe. As an hypothetic solution, I proposed the creation of pauses along the pedestrian mall in the form of small plazas that serve as points were social encounters and recreational activities can occur. Parallel to this, I proposed the creation of an art and commerce center that will serve as the second anchor at the west end. This building will physically create a safe and direct access for the Santa Rita residents into the pedestrian-only street and will act as a billboard for the mall. Programmatically, it will merge the artistic nature of this college town with its commerce.
