A community civic center adds density at the top level above a two-story parking garage, shifting development from single story to multi-level, mixed-use projects. The project forms the basis for a multi-modal transportation network, incorporating cars, bicycles, pedestrians, and reserving future potential for bus and rail options. The civic center utilizes the downstairs parking for special events, and can spill into the surface plaza for entertainment and festivals. The assembly hall has a wrap-around porch space with views to historic downtown Bay St Louis and the waterfront.
