In the Baltimore Web, Penn Station plays a vital role in knitting together the pieces of the city torn apart by the introduction of vehicular infrastructure. Before the Web, Penn Station was isolated on a island in a sea of highways and depressed railways. Our proposal for the Penn Station district accommodates for and gives prominence to the station as the location where all of the Web’s lines converge and where the city is linked to the region. The density of transit at Penn Station as well as the growing Station North neighborhood to the north and the University and Arts area to the south provide an opportunity for the development of a mixed use retail, office and residential district at the heart of the Web.
