The designed three-floored administration building with a basement is a root square space with a size marker in the main axes of 36.6 x 12.0 m.

The height of the basement, 2nd and 3rd floor - 3.3 m.  Height of the 1st floor - 3.6 m.  The height of the building is - 11.4 m.

Administration building consists of:
 - Entrance & halls, passage-ways, and recreation;
 - Offices (work-room);
 - Utility rooms;
 - Sanitary facilities;
 - Toilet rooms;
 - Switchboard room;
 - Rest rooms, assembly hall;
 - Technical rooms.
