Belgium, they speak French and Dutch! (and usually English, and if they study business often German as well)

They usually speak French or Dutch in Belgium, it is two states really in practise but one country on paper. They hate each others guts and refuse to communicate in the other language so they can’t and won’t speak it and sometimes have to settle for English just to talk to each other.
