But more importantly, no budget is unreasonable as condition. I would suggest that you actually look at initiatives that try to tackle the problem, the Rural Studio for example, also look at Hero in Greensborough, and take note of the fact that they are placed based and bound by their limitations.
Don't ask "what would you do"- actually look at what has been done.

Supermarkets because poor people don’t comparison shop, can’t afford to travel, and celebrate holidays with lots of food. Plus food stamps pay.
Also liquor stores, "convenience" stores, and a payday loan / checking cashing service for people too poor to be ripped off by corporate banks.
New school:
Buy up the entire area and build a golf course and luxury condos.

They built some really nice outdoor sports facilities on Brooklyn waterfront, and rich people who live there got really upset when the poors from other hoods showed up to use them. I get that OP is crowdsourcing ideas here for a unique idea that will make their project get an A+ on idea alone. But it's so much more simple than that. Groceries. Transportation. Public facilities.
