Duties and Accomplishments as follows: Providing programming and planning project management for various projects throughout the world, primarily focused on biomedical research and veterinary facilities; with secondary focus on healthcare/medical facilities. Independently lead facility planning, project development, and site survey teams. Present the facility planning process and methodology to executive leadership, at Major Subordinate Commands, including the Medical Research Command, the Material Command, and the Public Health Command. Facilitate meetings with all leadership levels to generate an exchange of insights into future scientific research directions, trends, influences, markets, and targets. Assist the local, regional, and corporate leadership in defining world-class facility planning and design requirements geared to optimize facility life cycle value, operational efficacy, and patient satisfaction. Make recommendations to the Assistant Chief of Staff Facilities Planning and Programming Department (ACSFAC PPD) and Health Facilities Planning Agency (HFPA) leadership regarding strategies to improve planning/ project development. Identify and organize project-specific facility planning information and analysis; develop information papers, briefings, and management tools to summarize issues and to promote best design practice, evidence based design, and world-class principles in the design of laboratories, animal facilities, and medical treatment facilities. Mentor and train architectural engineer planning consultants in effective planning and programming techniques and protocols. Manage schedule, workflow and administrative requirements; coordinate timelines, interim products and data collection requirements. Orchestrate architects, planners, engineers, and project managers to assure project delivery. Assist in the development of master planning and Capital Investment Proposal scopes of work.
Additional Tasks: Served as The Surgeon General’s (TSG) architectural representative on various laboratory, veterinary, and medical treatment facility projects. Associated tasks included design reviews and recommendations, to assure conformance with TSG requirements, adherence to best practices, and delivery of optimized building design and life-cycle value within the constraints of schedule, budget, applicable building and accessibility codes, Army regulations and standards, minimized environmental impact, appropriate aesthetics and functional efficacy. Additional responsibilities included training on and use of the Space and Equipment Planning System (SEPS), the Tri-Service program to generate Programs For Design (PFD) and Project Room Contents (PRCR). These programs incorporate DoD space planning criteria and Tri-Service requirements. In addition I have been designated as the Program Administrator and Subject Matter Expert to implement our Category 500 Military Treatment Facility (MTF) Functionality Indexing data, update, and structuring. I have been trained and employed the use of the Strategic Management System (SMS), the applicable performance reporting software that incorporates the balanced scorecard system. Associated with the implementation of this functionality scoring, I had authored a business plan, provided to the Director of ACSFAC PPD, outlining a comprehensive course of action for the evaluation, recording, scoring, and reporting of Functionality Indexing performance.
Having many years of experience in design and documentation of classified clean rooms and bio- containment facilities, I had been selected as our Health Facility Planning Agency’s Architectural Reviewer of Bio-Safety Level 1, 2, and 3 laboratory facilities, both stand alone and within MTF facilities. I have reviewed, commented on, and made recommendations on many of our Army’s BSL facilities. I have been selected as an NIH Technical Reviewer for the Architectural Sections of the 2012 Design Review Manual for Biomedical Laboratories and Animal Research Facilities (DRM).
