Frank Williams graduated from the University of California at Berkeley and received a Master's degree from Harvard. He taught Architecture Design for four years at Columbia University before opening his architectural firm.

Frank Williams & Partners Architects' practice has primarily focused on Office Buildings, Hotels, Urban Residential and Mixed-use Commercial Buildings in New York and around the world. The firm is committed to providing excellence in design at all the stages of building.

Recently completed buildings include the LONDON NYC HOTEL, a 55-story all-suite hotel on West 54th Street between Sixth and Seventh Avenues. On East 72nd Street, THE BELAIRE is a 50-story residential tower with health club and community facilities. The firm is also the architect for the residential portion of WORLDWIDE PLAZA, a 500 million dollar mixed use development which has offices, residences, shopping, and theatres. TRUMP PALACE, a 57-story tower is the tallest all residential tower in the Upper East Side of New York. The firm has completed in New York: the 55-story "W" HOTEL in Times Square at 47th Street and Broadway, and a 42-story luxury residential tower at 515 PARK AVENUE at 60th and Park Avenue. A 30-story office tower on Connaught Road, Central Hong Kong has been designed for Citi-Group. Frank Williams and IM Pei are the associated architects for the FOUR SEASONS HOTEL NEW YORK, between Madison and Park Avenue on East 57th Street. This is the tallest hotel in New York.

Currently, the firm has under construction MERCURY CITY TOWER, a 70-story office tower in Moscow, Russia, 29 BURJ DUBAI, two 50-Story residential towers for Emaar in Dubai, UAE, and four 55-story SAMSUNG RESIDENTIAL TOWERS in Seoul, Korea.

Frank Williams' Architectural designs have received many awards, including those from the Municipal Arts Society in New York, the New York City chapter of the American Institute of Architects, the Concrete Industry Board of New York, the Masonry Institute of New York, and twice from Progressive Architecture Magazine. Mr. Williams is a Fellow of the American Institute of Architects.

Urban Design Manhattan , the widely influential book, was co-authored by Frank Williams.  More recently, Rockport Press published The Architecture of Frank Williams.  Current designs were included in the newly published book of international architecture, Architects of the New Millennium.  Frank Williams has a new book coming out this year with the architectural publishing company Edizioni Press.
