Idea was to design  a public institution , that can function as a library ,art gallery ,auditorium and restaturants all together . As the art gallery and the audi was supposed to be most silent and islolated spaces ,So they both  were designed underground and other spaces like library ,restaurants and other public spaces were designed on upper floors.
