Urban renewal catalyst whose intervention in the public space are urban design operations in the short and medium term enhance public activity. The activation processes of urban space brought about an increase in commercial activity and the generation of income, not only for the city if not for the environment to which is applied the activation process, the hand renewal the urban center of Porlamar.
The proposed streetscape Porlamar, consists of three basic elements, physical renewal, empowerment of urban activity and the protection of heritage.
The physical renovation of the pedestrian fundamental premise of the intervention (Curitiba effect *), from the ordering of public space, where the construction of new public spaces such as squares, boulevards, sidewalk widening and leveling of roads is proposed, reducing the presence of the particular vehicle hull.
Due to the physical renovation, new activation processes promoting their urban space activity, eg the increase of commercial activity as a result of increased visitor generated. However, these activation processes must be accompanied by programs of recreational and cultural activities that generate new dynamics in the spaces of the hull and greater interest. In addition, a gradual process of formalizing and ordering of informal activity within existing public spaces and thus prevent future invasions of informal trade is proposed. The activation of public space must occur in the day and night, for it is necessary to promote the diversity of uses by establishing, through the ordinance, percentages of various commercial, recreational and residential activities apple. The recommended formula includes urban mixed residential and commercial use, where the same form of nocturnal nature recreation such as restaurants, cafes and night clubs are promoted.
Finally, the preservation of the patrimony is promoted from its use and regulatory processes that commits the owner to maintain the infrastructure. However, it is important to establish awareness campaigns towards the care of heritage, fostering community identity to the place. In addition to regulating the state's heritage, it is important to generate profits or facilities posing selling point for future owners and investors, as long as they keep the original state of the cultural property. Means the maintenance of heritage as a process of win / win management.
The proposal includes a plan of organization of the sector, the main issues are the pedestrian and vehicular mobility, equipment, public space and densification. Implementation of the plan is established in phases, the first of which is the street bulevarización Mariño serve as an example for step two involves the recovery of Gomez and Guevara boulevards.
