Taking into consideration the three main functions for the space, the square, the immigration building, and the major public transportation station; this project was offset in to two levels. The ground level is to be used as a protest space when needed and part green area for the rest of the time. The lower level is to house the immigration and naturalization building. The other major portion of the project the  purple metro line station is to be bellow the second level with axes to all levels.
