I’m highly motivated to bring you my time, my efforts and my experience to join a position around
building, renovative or construction.
Some of my past experiences gather the skills required for the job : cost evaluation, knowledge of
public policy, and my position of project manager that decide among propostions and lead the prime
contractor .
Not on my Resume, i lead supermarket extension by 3 sides, on open and busied market,
to increase productivity.
I followed design and construction of temporary school, on Grand Paris, necessary complying with
exploitation safety rules .
I managed for 3 years (2009-2011), industrial kitchen projects. Those equipments require high
voltage needs. I obtained also, in addition of my architecture Master’s degree, an electrical genius
bac +2 Degree.
I am familiar with the operation and tools of the maintenance department. I am now in charge of 7
colleges, for an annual budget of 3/4M€. I manage current operations of renovation, the project
management of missions type waterproofing yard, classrooms, work, the project management of
more consistent operations (gymnasium ceiling, climbing wall, AdAp works, resilient courtyard
Oasis/Green island..See PwrPt presentation in attachment ), co-activity in occupied sites and future
monitoring of energy performance campaigns (EPC). I am also a market referent and participate in its
renewal jointly with our counterparts in the Yvelines department. I deal with the cross-cutting
subjects of the Department (Intratone, Carnets sanitaires, ..) I’m in charge of the "everything
coming", the small repairs. I am the interface and the privileged interlocutor between the directors
of the board and the Department Services
As such, I control the constraints of balance sheet and planning of planned operations in consultation
with the management (DECC) and institutions (principal and managers of institutions). I am
responsible for ensuring that the fair expenditure of public funds is respected through price
quotation control and/or analysis according to the methods of awarding work (Framework
Agreements – Subsequent Contracts / Calls for Tenders / Mini-PMA / Purchase Orders). I establish a
budgetary monitoring of operations in order to have a synthetic view of the work in and out of
programming, and to transmit a regular reporting to my hierarchy.
My technical knowledge of the building, I am an architect by training, allows me to understand in a
global way the deadlines and schedules of execution of the works. I would also like to highlight 3
significant positions in my career that have enriched my training as a work engineer. They are related
to three prerequisites of the above-mentioned position, in my opinion a technical aspect, diplomacy,
and the management part related to the function. In 2013, I held the position of buyer (Purchasing
Department of the City of Paris) in supplies and maintenance of the public space.
At that time, I refined my knowledge of the components of public procurement. Until 2017, the
position of technical manager of the Paris borough councils (6th and 7th) gave me the opportunity to
navigate between the administrative strata of the Direction Génerale des Services and that of elected
officials (mayors' offices). Which sometimes required a dose of listening, restraint and diplomacy.
Finally, before my arrival at the departmental council, I was construction economist engineer at the
Service des Affaires Immobilières of the Prefecture of Police of Paris, on the island of the City. Where
I accompanied in phases of studies and works, operations of a standard of 25 M€ (Hotels of Police,
Center of relief), specific operations (stands of fire), and some operations of magnitude, of the
CRAEME type for the Tribunal des Grande Instance or the Laboratoire de Police Technique et
Scientifique (45 M€), which involve specificities that I find today for example through CPE markets
(competitive dialogue, statement of claim, penalties, difficulty in assessing maintenance contracts).
