In the city center of Svilengrad, built as an extension of the municipal administration in the late 20th century, the building creates an urban ensemble with square space. During the democratic changes in Bulgaria, the building in late socialist realism style with Renaissance elements was neglected and left unfinished for more than 20 years. 10AM Architecture develops socio-spatial model for its rehabilitation, City events & information centre.

Construction of a new floor is planned to simultaneously solve three problems:
First, exposes the tower planned in the main project by creating natural extension of the city center to the third level, following the terracing of the land and urban resources.
Second, the roof is developed as a rainwater collection area for irrigation of the natural flora and creates an open green corner on the third city level.
Third, forms the building as a composition of modern spaces and maximum planning flexibility to host public and cultural events.

In 1529 was built the Maritsa river bridge - significant facility of that period. Around the bridge was created a new settlement - Mustafa Pasha, which was transformed into a city in the second half of 16th century. Currently the bridge connects the two parts of Svilengrad.

The 10AM Architecture’s concept is to create a multi-layered space to fairly express the cultural and historical layers from social, economic and timing perspectives. So we can identify three socio-cultural layers: on the level of the street and the square with the war heroes monument, the square is covered with urban pavement, conserved from the final liberation of the city in September 1913, having been burned and broke earlier the same year; the square space of three meters above the street level, where are the main entrances of Svilengrad Municipality and the new building, designed in the socialist period of development of Bulgaria, finished with stone tiles and parade staircases; roof level 10m, developed as public green garden. Along with square’s interpretation 10AM creates adequate morphological substance typical for the historical period.
The building incorporates main features of the three historical periods of our recent history, early capitalist, socialist and democratic.
