Among its findings is the concerning fact that 25% of all lawsuits initiated under CEQA have been challenges to infill housing developments in densely populated urban areas (e.g., Los Angeles). Authors say this could grow into all-out &ldquo;urban warfare&rdquo; that, in turn, overburdens exurbs and more inland areas.
