I would have to intiially go with the Scottish Parliament Building by EMBT & RMJM. The main reason being that it genuinely attempts to create a space designed for public use and genuinely attempts to blend with the surrounding landscape.
Second to that would most likely be some of Arne Jacobsen's work (St. Catherine's College/ Danish Embassy).

For modern architecture I love the new Scottish parliament Building too, especially after reading up on it and finding out all the hidden details incorporated into the design (I found loads here: http://www.rmjm.com/portfolio/new-scottish-parliament-scotland/) although I still think the Great Court of the British Museum is up there with the best of them
