I know ppl who got scholarships with lower GPA, but they were into other things. I know Fulbright recipients with terrible grades and great involvement in intercultural exchange - and that made them good candidates for an international scholarship program.

^ Yes. Graduate programs, depending on particulars, may give greater weight to other factors: cultural exchange, community service, professional experience, specific research, etc.

^ this depends on type of masters. For a non arch background, sure. If they have an arch background portfolio will be the main thing.
