So I've been having a hard time visualizing a ghetto community from the victorian era that gives a steam punk atmosphere. Can someone help me?
Why?
The Brits probably have one or two.
^ Victorian slums - London illustrations by Gustave Dore, and pics of Glasgow/London, for starters, courtesy of the British Library.
Steampunkwise, have a look at this overhead railway in Manchester which I used for years as part of my tram commute.
Also consider looking at Tableau de Paris : Louis Sébastien
Two suggestions: Read the book Perdido Street Station (and after reading it go ahead and look at fan-made art) and watch the TV series Firefly.
