I'm hoping to load up a 3d file of Washington DC into rhino, and it looks like all of the data I want is at this link: https://cesiumjs.org/WashingtonDC/
Is there any way to export this data into a CAD format? Alternatively, does anyone have access to a 3d file of DC they'd be willing to share?

I've had limited success with CAD Mapper.
I might have some 3d models of DC at home, can check tonight. Most likely I do NOT have what you need, but PM and maybe you'll get lucky.
