Free International Masters Program, Accredited in the US?

Hi all,
I just graduated last week with a B. ARCH from The City College of New York / Anne and Bernard Spitzer School of Architecture.
I plan to stay/work in NYC for a 1-2 year period, but feel strongly about getting an M. Arch, or something comparable. I went to The City College of New York (CUNY State School) due to cost, and my school decision for a Masters will be largely based on cost as well.)
I know some countries (Like Germany) offer free Tuition for National students and Internationals.
So my question is, are there any notable International graduate programs that offer free tuition to international students- AND are accredited in the US? Or is that just idealistic thinking.
Also, Since I already have an accredited B. ARCH, is US graduate accreditation even important if I plan to return to the US to work?
